Helaas lijdt de stad onder een gebrek aan belangstelling op nationale schaal... Op verzoek van haar tante, die gouverneur is van de prefectuur, worden Misaki Shirogane en andere middelbare schoolmeisjes 'heldinnen' om van Hinano een plek te maken waar mensen heb er weer zin in.
